Job Descriptions:

1. Ensure all activities are conducted and managed in accordance with agreed Health, Safety and Environment practices and procedures as outlined in the Refinery H.S.S.E. Management System.

2. Provide effective and efficient process technical support to the site with respect to troubleshooting, optimization and safe plant operation. Monitor LRCC plant performance against approved targets on a day-to-day basis, identifying existing or potential technical problems and respond accordingly to threats.

3. Identify and implement specific projects or initiatives to improve the safety, reliability, integrity, efficiency, operability, capacity and margin of the LRCC plant.

4. Lead/participate in providing necessary input into incident investigations and/or problem solving.

5. Provide a direct interface between HRCPD Technology and Operations/Engineering to facilitate implementation of Plant Changes including best practices. Provide process technical support to other disciplines and functions, for issues and work items related to the process units under his/her coverage.

6. Act as the primary source of process technical information on LRCC plant design & operation.

7. Work together with APC engineer to troubleshoot and improve process control related matters.

8. Provide process and operational inputs into Process Safety reviews, commissioning and performance test-runs of all Plant Changes. Works on process safety related matters, e.g. closure of PSA action items.

9. [HEMP] Perform the following HEMP Critical Activities:

  • Perform process-engineering evaluation on plant changes initiated via MOC or PDR, including but not limited to the following aspects:
    • Evaluate area classification
    • Evaluate instrument fouling for installation
    • Evaluate MOC closure rates
    • Evaluate recommissioning of out-of-service equipment
    • Evaluate recurring changes (IPF bypass, PVV/RV bypass, instrument range changes, trip setting changes, alarm changes etc)
    • Verify use of fail-safe valves in the proposed design
  • Define HEMP alarm set point, priority and/or operator action
  • Perform conceptual design on IPF (Instrumented Protective Function) safeguarding
  • Initiate MOC for process related plant change and/or document update
  • As MOC initiator, to execute all plant changes as per HRC MOC procedure and to notify appropriate personnel on the change
  • When perform relief valve sizing, to include fouling and/or liquid full scenarios in RV design consideration
  • Perform proactive technical monitoring on safety critical variables
  • Change set pressure and/or capacity of relief valve

Job Requirements

  1. Degree in Chemical Engineering.
  2. Minimum 7 years of relevant work experience as oil refinery process engineer/technologist or equivalent. Should have experience in process Engineering & design, optimization & troubleshooting work in refining; well versed with refinery configuration, integration and economics is expected.
  3. Familiar with MOC process and procedure.

  6. Strong applied knowledge hydraulics, reaction kinetics, Process Simulation, equipment sizing, PID & PFD development, HAZOP, Process Safety.
