JOB DESCRIPTIONS

PRINCIPAL ACCOUNTABILITIES:
• Responsible to conceptually approve MOC items, PCR/PDR/ECR
o Ops rep in MOC meetings
• Keeping quality records as defined in the Refinery Quality System and implementing agreed actions resulting from audits and reviews
o Responsible to close actions within area of responsibility resulting from audits and review
• Coordinate planning process with the Engineering/Maintenance/Technology/E&S on maintenance, shutdown activities and special studies (RCM, RBI, RCA, PSA, etc.)
• Act as Contract Site Representative related Contract Agreements.
• Manage the tracking, reporting, delivery and improvement of refinery margin and budget
• Prepare annual budget for operating cost and manage costs to ensure strict control.
• Initiate and manage the operational aspects of any project works associated with the process units. Ensure correct management of change procedures are adhered to and all staff are appropriately apprised of the changes. Modify procedures and manuals as required to maintain them up to date.
• Conducts department HSE audits
• Leads PSSR’s
• Owns ESP variable table and other ESP issues
o Update IntelliTrace information
o Coordinates with other engineering disciplines on what to put into IntelliTrace
o Attends alarm management meetings as Ops focal point
• Operations rep in HEMP, CCD, RCM studies
• Attends MDRT - provides ops input into respective MDRTs
• Investigates equipment failures
• Delivers 2nd level proactive equipment monitoring
• Manages chemicals, catalyst and operating material costs
• Troubleshoots issues (1st line of help to FLL)
• Operations input to Projects
• Coordinate audits and health checks. Audit findings close out.
Liaise with various dept during visit by DOSH, DOE, BOMBA etc.
• Prepare yearly budget

Job Requirements

JOB KNOWLEDGE, SKILLS & EXPERIENCE

• Thorough operational and functional knowledge of all process units in Complex 1 and Complex 2, as well as Offplot facilities.
• Good understanding of HSSE requirements and Management of Change (MOC) processes.
• Good understanding of refinery working practices and operations.
• Ability to work effectively within a team and motivate others to achieve objectives, including those who do not report directly to the position holder.
• Knowledge of ISO 9000 quality management systems.
